Through payment reform, public reporting requirements, and enforcement, the federal government is actively changing its focus from a passive payer of health care services to an active purchaser of only high quality care. To comply with government 's new focus, hospital Board members, executive leaders, clinicians, and staff must understand the government's intent to connect the right to payment to quality.
